Why Are Announced Megawatts Not the Same as Delivered Data-Center Capacity?

A practical framework for separating ambition, approvals, contracts, construction, energization and operational IT load.

Executive answer

Announced megawatts are a statement of scope, not proof of delivered computing capacity. A project can publish a campus target years before the relevant power, buildings, cooling systems and customer hardware are commissioned. Investors need capacity records that preserve both the technical basis and the execution stage.

Key findings

  • One campus can carry several legitimate MW figures because utility service, gross facility load and critical IT load measure different things.
  • Permitted, contracted, under-construction, energized and operational capacity are execution states, not interchangeable labels.
  • Capital targets, project cost and financed amount do not prove that a stated capacity has been funded or delivered.

Definitions

Announced capacity
A sponsor’s public statement of intended scale.
Contracted capacity
Capacity covered by an executed customer, lease or utility commitment, subject to its conditions.
Energized capacity
Electrical service made available to the relevant infrastructure.
Operational IT load
Commissioned computing load capable of supporting service.

Evidence and methodology

A capacity record should include measure, scope, phase, status, date and source. If the source does not say whether MW refers to IT load or utility service, the field should remain qualified.

EIA’s system-level demand research establishes the importance of data-center load growth but cannot validate a specific campus. Project-level evidence must come from the project, utility, regulator or counterparty.

Claims are classified as documented facts, calculations, inferences or MacroTerrain interpretations. The brief does not promote an inference to fact when the documentary path ends.

Source-backed example

Stargate was announced with a broad investment ambition and partner roles. That announcement does not, by itself, establish the delivered MW or funded capital of every later Stargate site. MacroTerrain therefore keeps the platform announcement, campus projects, financing records and operating milestones separate.

Limitations and unresolved facts

Public sources often omit the technical boundary of a capacity figure or disclose only a campus maximum. Phase allocation and customer delivery can remain confidential.

What investors should monitor

  • executed utility service agreements
  • substation and transmission milestones
  • hall-level commissioning and acceptance
  • changes in the stated capacity basis
